It is supposedly Vodafone. Apparently, the operator of the call pretends to be a non-Vodafone telephone company (Jazztel, Movistar, Yoigo…) to announce an increase in the price of the rates. Later, the operator makes a call from Vodafone again to offer a cheaper rate.

These practices have already been denounced by Pedro Serrahima himself, current president of O2. Also by other specialists in the sector. However, we cannot confirm that Vodafone is the responsible company.
