The second option allows replying only to those people we follow So, if someone wants to reply to a post, we have to be followers.

The last option only allows you to reply to people we've mentioned in the post or thread. For example, if you're typing something and you mention a user, they will be able to reply to the mention regardless of whether they follow you or not. Twitter will show which option is available below the text we have posted.
How can we limit who can reply from our account? First of all, we will have to start writing a tweet from the app. At the bottom will appear the option to choose who can reply. By default, it is applied to 'everyone can answer'. If we click on the phrase we can access the two remaining options. When you click on the chosen one, the tab will close and you can continue writing your tweet or post it. The option you selected will appear below.
Unfortunately, you can't change the option once the tweet is posted, so you'll have to think twice before hitting the 'tweet' button.
